Open the image in PSP

Go to Image > Resize and use the settings in the screenshot.

Go to Adjust > Sharpness > Sharpen

Go to Image > Add Borders and use the settings in the screenshot.

Set your foreground colour to #bd3c29

Use the magic wand to select the border then flood fill it with the foreground colour.

Go to Image > Add Borders and use the settings in the screenshot.

Set the background colour to # e79e52. Use the magic wand to select the border then flood fill it with the background colour. (Right click on the border...this flood fills with the background colour.)

Add another border and flood fill it with the foreground colour.

Open the frame corner. Click on the frame layer and go to Edit > Copy. Click on the image canvas and go to Edit > Paste As New Layer. Use the mover tool to move the frame to the top left corner.

Go to the layer palette. Right click on the frame corner layer and click on Duplicate.

Go to Image > Mirror

The duplicated frame corner will move to the top right corner.

Go to the layer palette and right click on Copy of Raster 2. Click on Duplicate.

Go to Image > Flip

The duplicated frame corner will move to the bottom right corner.

Go to the layer palette and right click on Copy (2) of Raster 2. Click on Duplicate.

Go to Image > Mirror.

The duplicated frame corner will move to the bottom left corner.

Go to the layer palette, right click on a layer and go to Merge > Merge Visible

Click on the Selection tool and select the picture.

Go to the layer palette. Right click on the layer and Duplicate. Repeat so you have 3 layers. Turn off the visibility of the top 2 layers and click on the bottom layer to select it.

Select the Airbrush tool.

Use the settings in the screenshot.

Put the airbrush in the middle of the picture and click once.

Turn on the visibility of the next layer and click on it to select it.

Change the Rotation setting on the Airbrush.

Put the airbrush in the middle of the picture and click once.

Turn on the visibility of the top layer and click on it to select it.

Change the Rotation setting on the Airbrush. Put the airbrush in the middle of the picture and click once.

Go to Layers > New Raster Layer.

Click on the text tool and use the settings in the screenshot.

Click on the image, type the text in the text entry box and click OK. Move the text to where you want it. Go to Selections > Select None.

Go to the layer palette. Right click on the text and duplicate. Repeat so you have 3 text layers. Arrange the layers as in the screenshot and turn off the visibility of the top 4 layers.

Right click on the bottom layer and go to Merge > Merge Visible. Turn off the visibility of the newly merged layer and turn on the visibility of the next 2 layers.

Right click on a layer and go to Merge > Merge Visible. Turn off the visibility of the newly merged layer and turn on the visibility of the top 2 layers.

Right click on a layer and go to Merge > Merge Visible. Turn on the visibility of all layers.

Save as a psp image.

Open the image in Animation Shop. Go to Edit > Select All then Animation > Frame Properties and set the display time to 25 or higher if you want slower snow!

Save...

and you're done :o)
