Open a new image

Set your foreground colour box to #bfbdae

Set your background colour box to #dad8c9

Add a new layer by going to Layers > New Raster Layer.

Click on your preset shapes tool and choose Octagon.

Draw an octagon at the top right of your canvas.

Click on your magic wand and click inside the octagon.

Go to Selections > Modify > Contract and contract by 1 pixel.

Go to Effects > Texture Effects > Blinds and use the settings as in the screenshot.

Add a new layer by going to Layers > New Raster Layer

Draw a bigger octagon on your canvas as in the screenshot.

Select the centre of the octagon again and contract by 1 pixel. Now go to Effects > Texture Effects > Texture and use the settings in the screenshot.

Add a new layer and add 1 more, smaller octagon.

Open your lady tube and go to Edit > Copy. Click on your new canvas and go to Edit > Paste > As new Layer. Use the mover tool to move the lady to the bottom right corner, as in the screenshot.

Add a new raster layer. Set your background colour to #524d2a and your foreground colour to null (null means no colour). Click on the text tool and use the settings in the screenshot. Click on the canvas and type your text in the text entry box when it opens.

Add a drop shadow to the text. Go to Selections > Select None.

This is how your layer palette should look.

Set your foreground colour box to #94968b. Go to the layer palette and click on Raster 1.

Flood fill Raster 1 layer.

Go to Effects > Texture Effects > Blinds and use the settings in the screenshot.

Open the sparkle tube and go to File > Export > Picture tube. Give the tube a name and click ok. Now click on the tube tool and add sparkles to the Raster 1 layer. Use different sizes and place them where you think they look good.

Go to Layers > Merge > Merge Visible. Now go to Image > Add borders and add a border of 10 pixels. It doesn't matter what colour is in the colour box.

Click on the magic wand tool and select the white border.

Flood fill the border with the text colour (#524d2a). Go to Selections > Select None.

Add another border of 5 pixels.

Use the magic wand to select the border then flood fill with #dad8c9. Go to Selections > None.

Add one more border, this time with 15 pixels. Flood fill with #524d2a and go to Selections > Select None.

Open the frame corner and go to Edit > Copy. Click on your new canvas and go to Edit > Paste as a new layer. Use the mover tool to position it in the top left corner. Go to the layer palette and right click on the frame corner layer. Click on Duplicate.

Go to Image > Mirror. The frame corner will move over to the right corner.

Now go to Image flip and the frame corner will go to the bottom right corner.

Save as a .jpg and you're done. If you get the warning in the screenshot click yes. It's just telling you that you've got layers on the graphic in psp and if you save as a jpg you'll lose the layers...which is fine because we don't need them anymore!
